History of the Car Plates in Brazil

The car plates are the principal identifier item of the fleet, its use in Brazil is disciplined by the Brazilian Transit Code - CTB, fitting to the National Transit Council - CONTRAN though, establish the characteristics and norms to the use of the vehicular plates in the country. The National Department of Transit, just regulates the subject when it requires complementation.

Since 1991 with the implantation of the National Register of Auto-motor Vehicles (RENAVAM), a register in cadaster of all vehicles of the country in a data base in common, and knowing that the possible combinations were already saturated, the yellow color car plates (privet category), with two letters and four numbers started having new characteristics, changing to a gray color (privet category) with three letters and four numbers and the name of the city were the vehicle got the plate in a metal stripe fixed on the plates, extending the variety of possible combinations, having just one combination which will follow the vehicle for its lifetime.

Even with the change, the car plates have remained with their physical characteristics, produced in iron or aluminum and having its background painted relating with the vehicles category and the letters and numbers also painted on the stamped auto-relief.

Nowadays is in validity the Resolution Nº 241 of 22/06/07 of CONTRAN , that determined the changing on the shape of the letters and numbers to the font Mandatory and established the obligatorily in the use of a PRISMATIC reflective layer to the motorcycle plates and derivatives, since 01/01/08. This resolution complement the Resolution Nº 231 of 03/15/07 of CONTRAN .

Cloning of the Vehicle Plates

As the regulation of the brazilian plates do not prevent any element that assure the exclusivity or even a production control, the car plates falsification has always been facilitated for stolen vehicles, because they are reproductions from vehicles that got their plates legally, bringing up the "cloned" plates.

Not many governments do care about the cloning of the plates because in reality it was always a consequence of the vehicles robbery that are normally changed for weapons or drugs, having us considering it as a national issue of public security.

The car plates cloning increased even more, becoming a issue of preoccupying proportions, with the boosting of transit inside the cities and the multiplication in the number of speed controllers in most of the cities, because became a way of escaping the fines and fiscalization.

This time the question goes through the evasion of the Estates receipt, because with the cloning of the car plates and without any item to indicate the vehicles regularization, has became really difficult to identify the vehicles that do not collect their pendent fines, or even the Auto-motor Vehicles Property Tax - IPVA, making with that the loss in the annual licensing gets up to 50% (fifty percent) of the fleet in some states.

In many countries the car plates stopped being only an identification item and have started having a documental character and therefore its production is strongly controlled and utilizes Security Element that truly made impracticable frauds, thus appearing Security Plates .
